If neither the K a nor K b values are specified, you may assume that the acid or base in question is strong if it is part of a common strong acid or basic family. Otherwise, as strong acids and bases are usually indicated because of their generalization and distinct behavior, it could be safe to conclude that the acid or base is weak.

Yes, this is because strong acids/bases have infinitely high Ka/Kb since they fully dissociate, so there's no need to give the Ka/Kb.

If they are not given, yes we could assume that the base or acid is strong unless stated otherwise.

Hello!
If we are not given a value for Ka or Kb, we cannot necessarily assume a strong acid or base because of how while it's true that strong acids and bases typically dissociate in water, not having a Ka or Kb value does not automatically imply a compound is strong without further information about other chemical properties we may need to consider through carrying out experiments..I hope this helps!
