The solution manual states that "Because the equilibrium constant is small, assume that x <<0.22." I understand that the change in concentration is pretty much negligible because the equilibrium constant is small, but in general, what is the "cutoff" value for K so that we can assume the change in concentration is insignificant?

The cutoff value is 10^-3 when determining if the reaction tends toward reactants.
