For part a how can you tell which flask is at equilibrium? I know the answer is flask 3 but I just don’t know how to reach this conclusion.

Flask 3 is at equilibrium because there is an equal ratio of X2 molecules and X atoms

Both flask 3 and 4 have the same mole ratios, but I'm assuming they're asking for when the system first reaches equilibrium, which would be flask 3.

Since the molecules of X and X2 do not change in quantity between flask 3 and 4, you must assume that the beaker was at equilibrium at flask 3, but not flask 2 because the quantities change between flask 2 and flask 3.
