Part B of question 11.89 in the 6th edition of the textbook asks to calculate the equilibrium constant for the reaction, which I got as 2A -> B + 2C.
First off, do we need to show a double arrow for this reaction equation, since it reaches equilibrium, because the answer key does not show that.
Second, the solutions manual says that the partial pressure for each gas is something/100. How do we know that the total pressure is 100 kPa?

For your first question, I think the solutions manual does not use the equilibrium arrow because the questions asks to "Write a balanced chemical equation for the reaction" and doesn't specifically mention equilibrium.
For your second question, they divide the partial pressure of each gas by 100 because
they want the answer in atm, and 100 kPa is equal to 1 atm.

When using partial pressure to calculate K, does it always have to be in atm? How would you know to convert from kPa to atm?

It doesn't always have to be in atm. You use whatever units are convenient or given to you. If the problem gives the gas constant in atm you have to use atm for your calculations.
