How do we know that the coefficient for A and C is 2 based on the graph that is given?

Based on the plot you know the initial kPa and the kPa at equilibrium. So you can draw out an ICE box.
A B C
I 28 0 0
C (-10) (+5) (+10)
E 18 5 10

Hence knowing the initial and equilibrium you can determine the change, which would be 10, 5, and 10. You can simplify this ratio to 2:1:2, thus you get
2A -> B + 2C
