Buffers - weak acid

When making buffers, it's always a weak acid and a salt. To make buffers of varying pH, the only factor changing is the strength of the weak acid?

the buffer can be made by a weak base. Buffer solutions will not change in pH if there is a small change in the concentration of H+ or OH-. Hence, this means that a buffer solution must have a base and an acid component to react with either an added base or an added acid.

Buffer solution usually consists of a pair of conjugate weak acid and base. The variation in pH results from the Kc of acid/base.

Buffers can consist of a weak acid and its conjugate base, as well as the salt. Or vice-versa, a weak base and its conjugate base with the salt.
