ICE chart

In an ice chart, are the values for change for reactants always negative and the products positive? Or does it depend on the direction the reaction will proceed?

It depends on which direction the reaction proceeds. If there are some amount of both products and reactants, you can check to see if Q is larger or smaller than K to determine which way the equilibrium is shifting.

Products will always be plus if you start out with no products. If the reaction is going forward, then products will be plus but if the reaction is going backwards, the reactants will be plus.
