When making an ice chart, when do you know to add or subtract in the "C" row? Thank you.

The C row is for the changes in concentration. Subtract (#moles of reactants)*x from the reactants side and add (#moles of product)*x. Only do this for molecules in the aqueous or gas phase. For example, for 2NO(g) + O2(g) -> 2NO2(g), subtract 2x from the initial concentration of NO, subtract x for O2, and add 2x for NO2.

reactants are "-x" and products "+x" since the reactant is usually forming product. also you're usually given some reactant concentration and no product, so if you were to put "-x" under products you would get a negative concentration. hope this helps
