I assume you're referring to part b and not part a as the answer to part a should be 1/41. First note that the given information tells you . Then note that the K value for part b is .

you want to take the square root because you want to manipulate the K equation for part (B) and make it look like the K equation for the original given reaction.

We get the square root of 41 because the stoichiometric coefficients of all molecules in the original equation are all multiplied by 1/2. Therefore we get the value of the new K by taking the square root of the original K value.
