Is [h30+][0h-]= 1.0 x 10^-14 always true? what conditions does the reaction need to be under for this to be true ?

At equilibrium, pure water at 25 C contains 1.0 x 10-7 moles per liter of H3O+ and OH-.

This is true when the water is at 25*C .
