Because the overall pH of the solution (9.57) is greater than the pKa, the neutral, deprotonated species of B will become more predominant in solution.

If the pH is at the pKa, you can assume that there are equal amounts of the weak base and conjugate acid. Therefore, is pH is below the pKa you can assume that there are more charged acid species making the solution more acidic. Then if the pH is above the pKa you can assume that there are more neutral deprotonated species making the solution more basic.
