Why is K2CO3 considered neutral?

I'm not sure why it is neutral (error perhaps?), but I do believe that it should form a basic solution, as it is formed with a strong base and a weak acid!

I think the the achieve HW might consider H2CO3 to be a strong acid (if you look up "is H2CO3 a strong acid" the internet will say yes), which is why they say that K2CO3 is neutral. But, I would take it with a grain of salt since in our class H2CO3 would be considered a weak acid, meaning K2CO3 should form a basic solution.
