How would the reaction quotient and the non equilibrium conditions be applied in the cases of base and acids?

I believe that Q would be calculated the same way as non acid and base reactions Q is calculated, and can be used in the same way to determine the direction of the reaction by comparing Q and K for the reaction at the specific temperature.

As mentioned above, you would be able to calculate Q in the same manner in which K is calculated. The only difference in its application is that Q represents any point in the reaction that is not at equilibrium.
