When are the concentration of hydronium and hydroxide equal? when in pure water?

Yes, in pure water the concentrations of hydronium and hydroxide are equal. When an acid or base is added though, these concentrations can change.

Kw=[H3O+][OH-]
Kw= constant 1.0x10^-14
In neutral water with pH=7, the H3O+ and OH- concentrations are equal so
1.0x10^-14=[H3O+][OH-] with both of them being 1.0 x 10^-7.

Yes, the concentration of hydronium and hydroxide are equal in pure(neutral) water.
