Variables affecting pH

Could someone explain which elements don't affect pH and why?

Any salt compounds that disassociate into an ion from the 1st, 2nd, and halogen groups, do not impact the pH of the system because their charges are not strong enough to break the bonds of water (its charge localizes the electrons away or towards the ions thus releasing OH- or H+). These ions act as spectator ions.

The ones mentioned in class were all the group 1 ions (like Na+, K+), as well as Cl-. I think its because they are already pretty stable how they are, so they aren't gonna interact with the water to change the pH
