In a carboxylic acid, which Oxygen has the electron withdrawing power?

I believe that, when dealing with a carboxylic acid, the most important part to look at for electron withdrawing power is not the carboxyl group but what is attached to the carbon. For example, CCl3COOH has a large amount of electron withdrawing power because of the three electronegative chlorine atoms.
