What are the fundamental steps to know for neutralization as it pertains to acids and bases?

The most important thing to know is that it always results in the formation of H2O and often results in the formation of a salt.

Neutralization brings the pH back to a neutral 7. If the solution is basic (pH greater than 7) then you will have to add an acid to neutralize it. If the solution is acidic (pH less than 7) then you will have to add a base to neutralize it.

It is most important to know that neutralization is a reaction between acid and base that ends with salt and water.

Basically it is important to know that it is a reaction between an acid and a base which will produce water and salt and will end neutral (pH 7)
