How can you tell if an acid/base will dissociate into ions in water?

As far as I know, it is just a matter of memorizing the strong acids and bases to know which will dissociate completely in water

We can assume strong acids/bases will completely dissociate in water, whereas very few ions will be found in a weak acids/base solution.
