HClO3 is generally considered strong, although the textbook notes that some sources list it as weak.

In addition to the above, since the chlorate ion has resonance, that would make the anion more stable and thus make HClO3 a stronger acid.

Furthermore, to add to the discussion, other common strong acids include HCl, HI, HBr, H2SO4, HNO3, and HClO4.
