Determining predominant species

I understand how to find if the predominant species is neutral or charged but what would it be like if it was unknown (this option was given to us in the achieve problems). Would it be like if the pKA and pH are equal or was it just an option that was given to us because it's a multiple choice problem?

If the chemical equation involves acids, then HA is neutral and A- is charged, and you can find out which one is predominant by comparing pKa and pH. If the equation starts with a base, then B is neutral and BH+ is charged.
