Weak Base

Is a base considered weak if it does not have enough electronegativity to be able to accept electrons from acids?

The strength of a base is not solely based on electronegativity as it is more based on its ability to accept or donate protons in a reaction. Characteristics of a weak base include partial ionization, equilibrium reaction, lower conductivity, and weaker acceptance of protons.

Weak bases also do not completely ionize in water as a result of their similar electronegativities.
