How do you know if a metal oxide produces a strong base?
How do you know if a non-metal oxide produces either a strong or weak base?

You should memorize a short list of main strong acids/bases. When you write out the molecular formula involving a metal oxide, you will be able to see what the product is.

Ex:

BaO + H2O --> Ba(OH)2

I memorized that Ba(OH)2 is a strong base, therefor BaO is a metal oxide that would be basic
