just to add, the solutions manual says "the smaller the pKb (b is a subscript) of a base, the stronger the base". what is pKb?

I think in general, since strong acids and bases are completely ionized in water, the more soluble an acid/base is in water, the stronger it is. So for this question, BrO- would be the stronger base.

pKb is like pKa, where Kb is the equilibrium constant showing the base dissociation reaction (just like what we saw for acids). You need to look up the pKb values in the textbook to answer this.
