I'm not sure how right I am, but I'll give this a shot. I think that nitrogen has the lone pair because the free electron pair in nitrogen shares those electrons with a proton to form a cation. So when NH3 is reacted with H20, it shares that electron pair with the hydrogen atom in H2O.
