Strong Bases

I think I remember Dr. Lavelle mentioning that metal oxides like Na2O and CaO are strong bases, but when I looked up a list of strong bases only the hydroxides popped up. Can anybody clarify if I just misheard or something? Also, I still can't quite grasp how oxides and hydroxides are bases at all, so an explanation of that would be appreciated as well.

When Na2O reacts with water, it forms NaOH. Same with CaO, when in an aqueous solution, it forms Ca(OH)2. These are bases because they can accept protons.
