As2O3 is amphoteric because there are reactions where it reacts with an acid and acts as a base and there are others where it reacts with a base and acts as an acid. As is in near the metalloid region where these element oxides are amphoteric.

Arsenic trioxide is amphoteric because it can donate protons or accept protons in chemical reactions.
