How can you tell if water is acting as an acid or a base?

If water is added to an acidic solution it will act as a base, if water is added to a basic solution it will act as an acid.

In a basic solution water will form OH- while in an acidic solution water accepts an H+ and forms a hydronium ion H3O+

It depends what it is reacting with. In an acidic solution, it acts as a base and vice versa

It all depends on what it is reacting with really, if it is in an acidic solution then it will be a base and the opposite is true if it is reacting with a basic solution
