Arsenic forms salts with both acids and bases and that contributes to its amphoteric properties.

It's a good rule of thumb to know that elements near the metalloids will form amphoteric salts. For example, aluminum oxide will form an amphoteric salt.

Amphoteric compounds have both basic and acidic properties. Since As2O3 exhibits properties of both it is indeed an amphoteric compound.
