Amphoteric Compounds

Can someone please explain to me how we know that BaO is only basic but As2O3 and Bi2O3 can be amphoteric? (This is from the 12.17 practice problem)

Hi! I believe that the compound BaO is basic because typically metals form basic oxides. The compounds As2O3 and Bi2O3 are amphoteric oxides because the elements in and around the diagonal line of metalloids typically form amphoteric oxides.

Oxides of metals are basic and oxides of nonmetals are acidic. On the borderline, where the semimetals (zigzag on the periodic table) lie, they are amphoteric.
