How would you determine whether a salt is an acid or a base?

A salt is neither a base or acid but is rather the product of a neutralization reaction between an acid and a base.

Salts are formed through a neutralization process and can be neutral, basic, or acidic depending on if the reactants are strong or weak acid and bases. Salts are neutral when formed through neutralization of a strong base and strong acid, are acidic when formed through neutralization of a strong acid and weak base, and are basic when formed through neutralization of a weak acid and strong base.
