Boric acid acidity

As given in question 12.119 from the 6th edition, it is determined that B(OH)2 acts as a lewis acid as it accepts electron pairs OH from water. But in the solutions manual is also says that its acidity is not due to its dissociation. What does that mean in this context? Is that in reference to it being a weak acid?
