A salt containing a base will raise the pH of a solution. Salts that contain the conjugate base of a weak acid will increase the pH by removing protons from water to generate OH-
*Na+ will not affect pH

If water is used as a solvent it can act as the base. Some strong acids in water can be weak in another solvent and vice versa.
