Define Acid and Base

Can someone define acid and base? Is the compound only considered acid and base when dissolved? For example, is SO4 acidic since it forms H2SO4 in the water?

IF you're just considering the Lewis definition, a Lewis acid is an electron pair acceptor and a Lewis base is an electron pair donor.

A lewis acid is an electron pair acceptor. A lewis base is an electron pair donor. A bronsted acid is a proton donor. A bronsted base is a proton acceptor. SO4 does not form H2SO4 in water; however, H2SO4 dissolved in water is a strong acid.

If sodium metal produces OH- ions when it reacts with water, why is it not considered a base?

It is different depending on whether you are talking about Lewis or Bronsted Acids and Bases
Lewis Acids accept electrons. Lewis Bases donate electrons,
inversely:
Bronsted Acids donate protons. Bronsted Bases accept protons.

Acids and bases are also used when referring to the pH scale. A pH of 7 is neutral, anything below 7 to 0 is acidic. Anything above 7 to 14 is basic.

The definition of acid and base depends on which definition you're referring to. Solely considering the Lewis acid and base definition, an acid is an electron acceptor and a base is an electron donor.

A Lewis acid accepts an e- pair and a Lewis base donates an e- pair. We only need to know about Lewis and Bronsted acids/bases. Strong acids/bases are going to be completely dissociate in solution but it can still be an acid/base if it doesn't completely dissociate, its just weaker than ones the dissociate more.
