What does it mean a compound is more electron withdrawing and how does that have to do with acidity?

When an acid donates a hydrogen, it gains a negative charge from accepting an electron lone pair. The stability of the resulting anion determines if the acid is strong or weak. In electron withdrawing, electronegative atoms in the anion work to delocalize the negative charge and in doing so makes the anion more stable, and thus the acid stronger. An acid with a fluorine in it will thereby be stronger than that same acid if fluorine is replaced with chlorine (eg. CF3COOH > CCl3COOH)

Higher the electronegativity of an atom, the more electron it draws, making the acid stronger.
