H2PO4-

Why does $H_{2}PO_{4}^{-}$ lose another H to become $HPO_{4}^{2-}$? Why would it not gain a H to become neutral?

Because in water it acts as an acid

H2PO4- can either accept or donate an H+. It's one of the examples of an amphiprotic molecule, where it can either give or receive a proton.
