hi, why is H3PO4 not considered a bronsted acid and base?

H3PO4 is only a bronsted acid not base because it is unable to accept any further hydrogen atoms, the charge on PO4 is -3, so it can only accept three hydrogen atoms until it is stable, however H2PO4- can act as a Bronsted acid and base.
