Equilibrium arrows are used when the acid or base is weak because they are not completely dissociated, so the reaction will go back and forth. On the other hand, strong acids and bases would dissociate completely, so there would only be an arrow going in one direction.
Reactions dealing with weak acids or bases use equilibrium arrows since they are not completely dissociated. On the other hand, in the case of strong acids and bases, complete dissociation allows for reactions to go in just one forward direction where the acid or base fully ionizes.

For weak acids and bases, the equilibrium arrows are more emphasized as they can reverse back to its original forms.
More generally, equilibrium arrows are used whenever there is an equilibrium present. This can be in reactions involving acids and bases, or just any reaction in general that can have an equilibrium such as the equilibrium between NO2 and N2O4.
