Is it true that a relatively weak acid has a stronger conjugate base and a relatively weak base has a stronger acid?

Yes! this is very true and can be seen through hydrochloric acid (HCl).
HCl(aq) is a very strong acid. The conjugate base of HCl is Cl-(aq), which is also a very weak base.

Yes this is true. Conjugate base of a strong acid will be a weak base. Conjugate base of a weak acid will be a strong base. The stronger the acid/base, the weaker its conjugate base/acid, and vice versa.

Yes. As mentioned above, a strong acid's conjugate base is a weak base, and a weak acid's conjugate base is a strong base.
