Achieve Question 13

Hi! Can someone explain why the answer to 13 is neutral? I understand what the solution is saying but dont quite understand why.

When the pH is below the pKa as is here, the solution is more acidic than the acid itself. The weak acid will be less likely to deprotonate (lose its H+) into a solution that already has more H+. Thus, the weak acid will stay together and remains neutral.
