Does having a small Ka value mean that the substance is a strong base?

A small Ka value means the substance is a weak acid. The conjugate base would therefore most likely be a stronger base, but not necessarily a strong base.

Large Ka values correspond with stronger acids, while small Ka values mean weaker acids. The stronger the acid, the weaker its conjugate base. So, if you have a small Ka value you have a weak acid so you will likely have a stronger conjugate base.

A small Ka value does not necessarily indicate that it is a strong base. A small Ka indicates that it is a weak acid, meaning that it doesn't donate its H+ ions easily. However, this means that its conjugate base may be more stable. Since the weak acid doesn't donate its H+ ions easily, there are more of them available to accept hydrogen ions when it acts as a base.

A smaller ka value means a weaker acid because the production of H3O+ in the product was less. Weaker acids have stronger conjugate bases, but does not technically mean a stronger base in general. But the weaker the acid the stronger the conjugate base.
