Weak but Reactive Conjugate Acid or Base

In a step-up session I went to on Thursday, we were determining if salts were acidic, basic, or neutral, and it was mentioned that there can be Conjugate acids or bases that are weak but reactive. These Conjugates do not act as a spectator ion within the compound and instead affect if the salt is acidic, basic, or neutral. How do we know if a Conjugate is weak but reactive?

I am pretty sure that if a substance is a conjugate of either a base or an acid it is reactive, regardless of if it weak or not.
