When do charged vs neutral species dominate when comparing pH and pKa values?

When you have an acidic salt then it will decrease the pH of the solution, whereas a basic salt will increase the pH. Neutral salts however have no effect on the solution's pH.

When pH = pKa, there is an equal amount of the protonated and deprotonated forms. When pH<pKa, the solution is more acidic, and there is more of the protonated form (HA). When pH>pKa, the solution is more basic, and there is more of the deprotonated form (A-).
