K A and K B

When dealing with titrations and given the Kb one can solve for the Ka and vise versa. When writing the constant for Kb the formula was products over reactants which I understand however I didn't understand why Ka was written as Reactants over products in today's example. Is Ka always written as reactants over products?

It my 10-12 noon review today I used the Henderson Hasselbalch equation and this equation has [base]/[acid], so that is what we used.
Also the question asked for the ratio of neutral/protonated.

Equilibrium constants (KA and KB) are always written as [P]/[R].
