Strong acids produce more protons in a solution than a weak acid, such as Hal, or HBr. Also, weak acids are incompletely ionized in a solution.

A strong acid also typically has weaker electron affinity because it makes it easier to break off completely into its ions.

How do you know how well a base will ionize in water if you are just given the chemical formula?

Strong acids/bases dissociate 100% to produce H+ or OH- and weak acids do not.
You should memorize the strong acids/bases (which there are a few). Anything that is not a strong acid/base is a weak acid/base.

Most acids are weak acids that dissociates incompletely. These acids have higher pKa than strong acids which release all there H+ when dissolved in water. Likewise, a weak base is a base that does not ionize fully in water and also has a lower pH compared to strong bases.

The easiest way to do this is just memorize the 7 strong acids and 8 strong bases. Anything else is weak pretty much. The strong acids are HCl, HBr, HI, HNO3, HClO4, HClO3, H2SO4, H2SeO4. The strong bases are NaOH, KaOH, CsOH, Can(OH)2, Sr(OH)2, RbOH, Ba(OH)2
