Ranking strong acids and bases

Ranking strong acids and bases
How would you go about ranking which strong acid is stronger or which strong base is stronger? For example, how would you compare HI and HClO4 or Ca(OH)2 and KOH?

I think greater polarity in the bond means they are more likely to dissociate.

For binary acids,
the more polar the H-A bond/the greater the electronegativity of A, the stronger the acid H-A
the weaker the H-A bond, the stronger the acid
For oxoacids,
the greater the electronegativity of the central atom, the stronger the oxoacid
the greater the # of oxygen atoms attached to the central atom, the stronger the oxoacid (given that the central atom is the same)
for carboxylic acids,
the greater the electronegativities of the groups attached to the carboxyl group, the stronger the acid.
I'm not sure how to go about ranking strengths of bases???

Polarity and electronegativity are the easiest way to determine strength. Strength of acidity is based upon its ability to lose a proton. Strong acids dissociate completely in water while weak acids only dissolve partially.
