The molecules are identical except one has three chlorine and the other three hydrogens. Since chlorine is more electronegative ti will pull more strongly on the electrons and thus create a more stable molecule through electron delocalization. As chlorine pull on the electrons, the hydrogen becomes more positively charged and is thus easier to pull off using a negatively charged molecule hence making the first option the stronger acid.
