The compound that's most acidic, the most willing to accept electrons, will have the lowest pH. The compound that's most basic, the most willing to donate electrons, will have the highest pH. For example, Sr(OH)2 produces two OH- ions per formula unit, therefore it is most basic from the given list because it essentially can donate two electrons per molecule.

Remember that the lower the pH, the more acidic; thus, the higher the pH, the more basic.
With this in mind, you can deduce using what bases you know are strong as well as what acids you know are strong, and things should start to clear up a bit!!!
