pH: charged or neutral

How do you determine if a pH is charged, neutral, or unknown, such as in Achieve Homework #6 Questions 13-14?

For a monoprotic acid:
If the pH is less than the pKa, the dominant form is HA. This means the predominant species is neutral.
If pH is equal to the pKa, there are equal amounts of HA and A- and it is unknown whether the predominant species is charged or uncharged.
If the pH is greater than the pKa, the dominant form is A-. This means the predominant species is charged.
