What defines a neutral salt?

I believe that is when a strong acid and strong base react, it forms a neutral salt

Neutral salts are salts that do not contain conjugate acids of weak bases or conjugate bases of weak acids. So, they have conjugate acids of strong bases and conjugate bases of strong acids.
