6D.11 c and d

For 6D.11 C, why can you keep the Fluoride in the chemical reaction when Halogens don't affect the pH? For D you ignore the Bromine because KBr keeps the pH neutral?

I believe that book sometimes does it differently and keeps the halogens in the equations either way but I was confused about this too.
